Create very basic 3D building with no detail

I have a very basic plan of a building (see [login to view URL] attached). This is a view from the top. I would like someone to create a 3D version of this and position at a slight angle (like the [login to view URL] attached). This does not need any details, but the areas marked in red need to be coloured in red and slightly raised above the rest of the building. This is just for a test. I just want to see if this idea will work before I increase the budget to do it properly for all floors.

Working in the professional field as a visualizer has equipped me with the necessary skills required to fabricate a great three dimensional rendered image.
