Build iPhone App that uses GPS and talks JSON w/ Server

I want to build an aesthetically pleasing **native iPhone App** which periodically (e.g., 30 seconds) detects the geolocation of the device and displays alerts (both graphic and sounds) as a the user is approaching a particular point of interest. The app also needs to have two buttons to report points of interests to a server through an HTTP request which contains the coordinates of the device.

The App **does not need to show a map**. Just a few icon (one in the center and one on the top right of the central icon) on the screen and the distance from it (and perhaps the approximated time of arrival) underneath.

Periodically, the App **needs to ping the server** to download nearby and updated point of interests. It will need to make a request specifying its current position and receive an array of updates to apply to the data in memory (POI will be added and removed).

The App **must also work offline** (i.e., when there is no network connection) using the data/POI stored locally (perhaps at home, when user had wireless). It also need to be able to remember when/where the user clicked on the buttons and send them to the server during the update process once the connection becomes available again.

I am technically very skilled and know exactly what needs to be done, but have no time available right now and **need this person to take care both of the UI and the coding of the app**. I can write the server part of the application if absolutely necessary but would prefer candidates which can take care of that as well (in Python/Perl and SQL/sqlite).

I would like a fast turn-around time (e.g., 2~3 weeks from now). Final compensation will be higher if the candidate takes care of everything (UI + iPhone code + server).
