Applescript to create folders and move files (max $30)

I need someone to create an applescript fast! Price maximum $30. I have a folder with thousands of mp3 files. I want the script to create sub folders and move the mp3 files to these folders according to the information in a CSV file. The CSV file already contain the names of all the files and the name of folder that the file should be in. Some folders will contain several files. CSV file have two columns and looks like this. "filename","foldername" "[login to view URL]","examplefolder1" "[login to view URL]","examplefolder1" "[login to view URL]","examplefolder2" "[login to view URL]","examplefolder3" .... .... So I need a script that will read the CSV file line by line, create folder if not existing and move file to the corresponding folder.
