I've previously handled the social media for the state of Uttarakhand and they're a fast growing community. We started with Uttarakhand Tourism Board when it was just 1200 likes on the Facebook page, to now 6000+.
For social media, it is wise to hire on a monthly basis, because social media engagement shouldn't really stop if a company is building an online presence.
Usually, I give my suggestions based on what type of company is is and what products/services they want to sell. Based on the little information I have, I'd generalize and say:
1) 7-12 posts a week on Facebook: We don't want to overwhelm people with posts, nor do we want to them to forget us.
2) 3-4 posts on Twitter: these may include 1-2 retweets from other people to initially get followers.
3) Campaigns and contests: again, this depends on your targets. I suggest having one contest per week, initially. Campaigns will be ongoing as and when there are related events, festivals, seasons or trending topics.
