Add stripe.com recurring billing API to my website

Im currently starting a website where members will be required to pay a monthly fee for membership and access to literacy and products. [login to view URL] has the capability of recurring billing automatically every month, but i need someone to program it correctly on my website. The way it should work is once the member uses their debit or credit card it should charge them every month on the same day until they request to cancel subscription. The most important part of the processor is to accept or deny access based on payment success. For example: if payment is completed successfully then system should allow access to literacy and products, but any time that the transaction does not go through for whatever reason on the members side access should be denied until member completes payment. Once again this must be coded to report back to the website based on the success or decline of the payment.
