It's a nightmare to write such a things from scratch. But I see there's pretty old OpenDWG library and newer LibreDWG/LibDWG libraries written in C and licensed as GPL. If you don't care about the license, I can try to prepare C# wrappers for one of the libs. Or there's another way -- these libs are open-source so I can try to compile the code as Managed C++. So one way or another we need to use a DWG library to prepare an image for the given file. After that remaining task is to organize file preview in the Open File dialog.
