Cisco 871w IOS 12.4: dropping tcp packets & config cleanup

We are running IOS 12.4 on a Cisco 871w and are having some issues with traffic being limited by an inspection rule or set of rules in the firewall configuration. It seems that tcp packets are being dropped frequently and throughput is dramatically reduced. This error shows up in our logs regularly: "Maximum of 10 unanswered http requests exceeded from [IP_address]:[dec] to [IP_address]:[dec]" We are in need of a Cisco expert to help address this problem and do some general clean up of our firewall config.
