CSS/graphic design (repost)

I want it to look clean and professional Click 'New Promo Images' and you will see a much nicer look. I want something like that. With tabs like [login to view URL] around to get an idea. I also want the ACTIONS to look better/neater. See [login to view URL] attached. templates/[login to view URL] is where the interface is created in the various functions. Estimate how long it will take for this. Please ask any questions you have. I am tired of hiring workers for one or two tasks. I want someone I can work with for all of my graphic design and layout needs in the future. Look everything over closely so you can give an accurate bid. Also tell me what your hourly rate is for future work. Don't lowball it to get work. Be honest of what your rate is. I know how long these kinds of tasks take so I will know if you give me too low of a rate now and raise it later for other tasks. I am not looking for the cheapest rate, but rather the worker I feel is most qualified and who will be honest in future projects so I don't have to keep getting bids.
