c# or vb developer required for small program

basically its subclassing and hooking at os level. it will be a small c# or vb program implementing system-wide hook that would capture the appropriate events independent of any specific application. like for example if a user is downloading a file after IE file dialog we need to show a custom window to save some data in database this c# program will run at backend monitoring occurrence of any application wide event. i have small sample c# program developer have to implement what i want i think any good c# or vb developer can handle it .i will pay at the most 100$ for it. so only bid if you know you can do it or have done in this domain also let me know which language you prefer.
