Affiliate Management - Life Insurance - High Payout

We are an established lead generation company, looking to generate more life insurance leads for our clients. We have experience with [login to view URL] and other major networks, but are looking to run a private affiliate program, or a program on a smaller network this time. Looking for a partner who can help us find or manage affiliates. This involves advising on banner/website improvements (we have a web developer who can do this), finding affiliates, and keeping affiliates happy. We are looking to pay between $15-25/lead, which is higher then any affiliate offer we can find for the form we have. I'm open as to budget, but had to put something. Our budget depends on what you can do.
