Add members area to existing website

I have an existing website (dog breed) to which I want to add a members area.
The website is in html and my hosting server has MySql database and is php enabled.
1)
There should be an administrator login. The administrator will be able to add users and define passwords (which the users can change). The administrator will also be able to add records to the breeders/dogs database (see below). Other members can only view the breeders/dogs database.
2)
A breeders/dog database with two main tables (a) breeder (b) dogs
The page should display the breeders and their respective dogs. I shall provide the fields to be displayed under the breeders section and under the dogs section. Members can only view, administrator can edit and add data.
3)
Generic forum page - a page on which members can post adds and reply to adds, for example: [login to view URL]
I am looking for something generic, no need to design the whole thing from scratch.

Download page
We have a set of documents that need to be accessible (in pdf) to members
5)
Dog food page
Displayed on this page are different kinds of dog food with a description of the food and an indication of price and also discount coupons available to members.
6)
Small modifications to the existing website
For example: text modifications, page duplication with text and picture changes, hyperlink problems.
