design a website with a core application function

Looking for an experienced freelancer to create a responsive website and design a small program (Plagiarism checker) which is the core application function of the website. 1. Candidates must have good credit as developers. 2. The core application function (Plagiarism checker) is for detecting similar texts of documents compared to my document databases which is in PDF. 3. A nice design of admin panel. 4. Follow the timeline strictly and quick turnaround. 5. No milestone will be released before whole project is done and works on my side. 6.
