c/c++ program for windows

hi

i need a simple program for windows

1) win2K XP WIN7

2) will run as service

3) install /remove program

4) program should check when a file is changed

5) if it changes the program would write to a log file the folowing data

date, time, full path name and name of file,ip of all computers connected and all ports active

6)the program would have an init file where multiple file names can be written

as it loads program should check original files from a directory where file names are encripted via a third program

8) ini can specify encriped FTP name user password directory and file name

where the file will be copied X minuits after a change was made
