business solutions outsourcing

My client wants me to build some locally relevant digital solutions and send a Go-To-Market support (proposal). Basically i need you to work with me to design the outsourcing proposal. The proposal should include: concept development and external party onboarding, development, launch, uptake stimulation and maintenance.
