I have implemented the system mentioned in this URL. I have done the same with other hardware also. You can check my work history for one of them. The system can find only IMSI for you and there are paid services that can provide phone Number for you from IMSI.

The system appealed me and I have read the article several times, not because of I couldn't understand the contents, but rather because I couldn't believe that this kind of device can exist in our world!
