A windows application with CSOM is the requirement. Multiple users from different desktop can work and the changes will automatically get reflected to others. Articles can be saved in SharePoint lists / document libraries. Manually can select Sites/Lists/Libraries on which you want to work (provision can be given to users to select their working list). For authentication we can use default Site credentials for the user. Is your SharePoint environment on-premises or online?
