We need a C# v6/.NET 2015 GUI application (windows forms or WPF, your choice) runnable on MS Windows 10 Pro x64 systems, that shows a website in full screen mode, minimizes on user action (keypress/mouse button press or mouse movement) and restores full screen mode when the user is idle again (or the minimized app is clicked by the user in the task bar). Think of it as a screensaver with "web capabilities" and some advanced features. It has to check periodically if the website is online/accessible (via HTTP headers) and if it's not, a local HTML-file has to be shown instead. Application has to be designed to run 24/7, so preferably there is an added watchman-process that kills/restarts the application when it hangs/unexpectedly quits, etc. An user shall not be able to 'accidentally' quit the app. It needs a "kill shortcut", though. Settings should be configurable with an .ini file (idle time before showing website; time intervall for checking if website is accessible; time after full screen mode is launched while the app does not react to user action [to not immediately minimize again when full screen mode is launchend manually by clicking the app in the taskbar]; online url; path to local HTML-file; kill shortcut definition). The "key features" in the source code should be fully commented. MS Visual Studio 2015/2017 project files would be nice. Please get in contact for further details.

This sounds like a very basic application. WPF app to open up. When a keypress or mouse move event triggers minimise the app. The amount of actual code is fairly small hence my very low price. There may be a couple of technical hurdles but nothing serious. Aufweidersehen! :-)
