Google overlays on New Zealand

We need develop overlays of regional boundaries on Google maps for a map of New Zealand. The overlays are classified into the following levels, Property information Business information Meshblock boundaries Suburb boundaries Town boundaries Regional boundaries Each boundary either appears or gets removed when users check the check box requesting the different boundaires. There needs to be CMS where we need to be able to upload the Property information table each month and the change in ownership updates on the map. Links to the data required to build this map will be provided to the successful bidder. We have an existing map developed with all these boundaries but we don't like the presentation of the map so we have decided to do a Google overlay of these boundaries on this map.
