Create a MailChimp Template - repost 2

I would like the outline of a MailChimp template designed so that I can use this template to send out my newsletters in. I have a design, so will brief you with exactly what I need. This includes a header, shaded outer columns, a logo & social networking buttons. I would like the template designed so that I can still create my own newsletters via dragging and dropping as per the normal MailChimp templates. Person must have MailChimp experience and speak good English. You must also be prompt in completing this job.
