TV Station - Programme Scheduler

I am the manager of a TV station. My programmer needs to schedule programmes for two channels. I'm looking for a tv programme scheduling solution based on Excel or other.
Normally this is done with specialised software but is too expensive for us at this time.
We have a long list of program episodes, promos and commercials we need to enter into the spreadsheet then schedule to create a playlist to send to our playout suite.
Programmes normally start at the top or bottom of the hour (e.g. 17:00 or 17:30 etc.) with filler material (commercials, promos, IDs, other to fill the time until the next prog starts at the next top/bottom of the hour.
We need to enter details of the episodes we have (Title, Ep number, File ID number, duration). We also need to see the whole week of progs laid out horizontally (Mon - Sun) with with program & Ep number listed in time order down the page.
The idea would be to efficiently schedule individual episodes, at set times and days. Each programme would have a rule e.g. Simpsons airs Mon & Wed at 19:00 and repeats up to 3xs at other times and day. Series would have a start date and end date depending on how many episodes. Gaps in the weekly schedule would show as an empty block.
Hope this makes sense. I wouldn't be surprised if this already exists out there somewhere.
