Setup environment to edit and run an ActionScript project

I have a project from 2015 that uses ActionScript with Flex Builder (see xml below). It was built using Eclipse and I need somebody to show me how to setup my environment to allow me to edit and run the project. Files will be shared with the successful bidder.

Once setup, I may have further work on making changes to the project which I will expand on with the winning bidder. This will be a separate project.
