Create a set of custom graphics for a home built arcade machine

I am looking for a freelancer who can create a set of custom graphics for my home-built arcade machine.
Graphics Needed:
- Custom artwork and illustrations
Theme or Style:
- The theme will be similar in style to the style used in street fighter 6. I have included a reference image so you understand the feel I'm looking for. I have 5-8 people (depending on price) I'd like included in the artwork. I will include reference pictures of the person as well as a character reference of how they should be dressed/posed.
Dimensions:
- The arcade machine where the graphics will be applied is a custom size
Ideal Skills and Experience:
- Experience in creating custom artwork and illustrations
- Ability to bring my specific theme or style to life
- Knowledge of how to adapt graphics to fit custom dimensions
Background:
Black background with red fire (or lightning) on the left panel and Blue fire (or lightning) on the right panel and have them wrap around and meet in the middle of the front panel.
People:
This project will include stylized versions of 8 people across both sides and the front of the cabinet. All people should be done in a matching style that matches art_style.jpg. For the individual people I have included photos of what they look like. For each person I have also uploaded a picture that shows the clothes and poses that they should have. All hair and skin tones of the real friend and the clothes, poses, and muscles of the character.
Other Notes:
Player 4 - Farley: Please include the 2 pokemon in the character pic
Player 5 - Nick: Please have him wearing a new york mets jersey instead of the white tank top
Player 6 - Ismail: The character photo only shows the top half. I would like a full body pic like everybody else.
Pricing:
This is negotiable but I'd like setup the payments so you get paid after each individual character is completed and then another payment when the background is complete then the final payment when its all put together.
