Directory Style Cannabis Website

This is going to be a directory site that list legal recreational marijuana shops as well as legal marijuana growers and reviews. The focus of this site originally will be as a directory site, but as we grow we would like to move into helping growers and retailers network together. This should be a simple directory based design. I’m mostly looking for clean & easy functionality and layout. When you arrive at the site it should ask you are you looking for growers or recreational shops - Once they click it they should be taken to that specific directory. For both retailers and growers, I would like to break down by state and then by city. Sort of like a craigslist layout. When we list a grower we would like to list Name, Address, Contact Info, Description, Grower/License Info, Add Photos, Available Strains, and reviews. When we add a retailer we would like to add all of the information from above as well as hours of operation and there is no need to list each individual strain inside of the retail directory. I would like to start out by adding information manually, but there needs to be an option for a business owner to claim a listing if they own the business. There also should be a place for growers and retailers to register with us. I would like a fully functional responsive website in a CMS of your choice. I prefer wordpress, but would work with anything that's user friendly.
