Build HTML 5 advertising banners based on existing story boards and specifications

We have a suite of HTML 5 web banners we need to have coded into HTML 5 for hand over to publishers.
We have two different animations we would like to look at one simple and one more complex, we also have multiple publisher specifications to build at.
Banner Set 1 specifications
File size limit = 200KB
Animation length limit = 15 seconds
Unlimited Looping
must be HTML 5 with an animated gif backup

File size limit = 150KB
Animation length limit = 30 seconds
No Looping, must end on static CTA frame

At the moment we have the story boards approved for 300x250px format so we would like to first progress with that build across the 3 publisher specs. Then supply the remaining storyboards on 24/10 and 25/10 for the rest of the sizes to be built.
Working files and assets will be delivered once job is accepted.
