Build A Commemt Box

I need someone to write the code for an individual comment box that will be placed on my website. This comment box will be able to report trolls, and the users will be held accountable for their words. When a troll is reported, the entire comment is highlighted green (so that people will be warned of a negative post before they read it). No one will be able to comment, or "like" a post after a troll has been reported, but people can vote "yes, this is a troll" or "no this is not a troll." Depending on the number of reported troll posts someone has written, they will lose their right to comment.
