Convert a Template to a Website

I am in process of doing a website. I have donde a lot of programming but i am awful at passing the psd design to html and css. I tried but i gave up. I have the psd and some examples i designed yo show some parameters.
I need some help converting the psd to a decent website. The main idea is to make the general template (header, menu content and footer) . Apart from that, i think most people uses 1366 x 768 so i want the website to look acording to that screen resolution.
Some pages to re-use (forms, filters with grid, calendars) etc.
And there is a special page that i need to be designed.
Im using bootstrap, but im really junior at it, i hope you can use it properly.
Again , the main idea is to make the templates to use them and if you can add some icons to the buttons, it would be nice.
After this job, i can hire you per hour to make some more fixing.
