eBay store front custom design integration

Looking for a developer with HTML5, CSS3 wth knowledge of responsive design for eBay store font development. Contractor will create and host templates on my server and then link to eBay and must follow eBay policy such as live content changes. eBay store development can be done with little or no experience as long as the contractor has experience in front end development. You will be asked to answer the following questions when submitting a proposal: What do you know about eBay's live content policy? On [login to view URL] there is a search filter to search parts and accessories for vehicles filtering with vehicle make, model, year of manufacturer etc or using vehicle reg number. Can you integrate it on our custom template? How long will it take to develop store front, listing template and category templates?
