Twitter like website with a twist

I would like a family oriented social media site that works like twitter. Users will post and only people designated as family members can see that post. The site should be able to identify other users as family such as - Brother, Sister, Mother, Father, Son Daughter, Cousin, Grandparent, niece, nephew, etc. When a users posts a message, they must see a tree view of all their family and check boxes next to each level. If the post is to go to all family members, they click the Top level and everything under is selected. If only to a segment, they click the top of that segment and all thos below are selected.
In addition the site should have the following functions:
1- Login via Facebook
2- Attach facebook and twitter accounts to the user
3- when posting, they should not only select family members to get post, but can also check a box to also post on facebook and/or twitter.
4. posting should support hashtags for searching.
5 - When signing up, the user should be able to attach to family members- you need to figure out the best way to do that. When they attach to another user as family, they should automatically be attached to other family members already attached to that user.
6- When a new user signs up and attaches to another user, that other user should approve them before they can be attached to them and all of their family.
7- Home page should be simple like twitter. Basic info, a login form and signup form.
8 - when logged in, user should be able to add a basic profile image and basic information about themselves.
9- there should be a family tree view page.
10- the default page when logged in should show recent posts by family members.
11 - posts should support adding pics and video.
12- posts should automatically update on the page and users should not have to refresh the page to get updates.
Can be built in any language, but prefer asp.net or php.
