100 PR4+ Back-Links Needed

We need a competent link builder to create 100 permanent back-links. These links must be high quality, one-way, static HTML links. All links will be built to the site's homepage.
Within your bid please provide examples of past work and an explanation of the techniques you intend to use to build our links.
Link guidelines (must be met in every instance):
NO SPAM LINKS
1. UK based (.[url removed, login to view]), English speaking sites only.
2. One link per domain so 100 links must come from 100 different domains.
3. Must contain the targeted keyword phrases.
4. All links must be appropriate and relevant for our website.
5. PR4+ is for the page which contains the back-link - not the homepage of the linking site.
6. All back-links must be do follow (we will check all links).
7. One-way links (no offer of reciprocal linking).
8. No links from pages which use ‘no follow’ tags.
9. No links from pages where link selling is obvious or sites which ask for money later.
10. No links from pharmaceutical, adult content or gambling sites.
11. No links from pages which already include more than 50 outbound links (we will check).
12. No links from pages in Google’s supplemental index.
13. No automated link submissions or use of link harvester software.
14. Linking page must already be indexed and cached by Google within last 30 days.
15. No redirects, cloaking or from "under construction" pages.
16. Page should not be excluded by robots.txt.
Links must not come from any of the following:
Contextual ads sites
Popups
Intrusive advertising
Blog comments
Ping sites
Newsgroups.
Torrent sites
File sharing forums
Guest books
Classifieds
Dynamic links
Link farms
Link-exchange programs
Directories
Articles submission
Hacked sites
Pharmacy
Illegal
Gambling
Pornographic
Other black hat sites
Note: White-hat techniques only. Black-hat or Grey-hat methods will not be paid for - we are professional SEO marketers ourselves and will be checking all links built for suitability.
* We will cancel any link we feel is unsuitable.
On completion we would like a report showing the following:
1. Clickable link to the page containing our link (exact URL)
2. Site Name/URL
3. Anchor text of link
4. Site Type
5. Google Page Rank and IP of link page
6. Date built
