WANTED: On-Page SEO Expert and Filling In 500 Meta Tags

I have a website that I sell about 500 products on and I need someone to go through and fill in the meta tag information for the individual product pages.
This person needs to already have experience and knowledge about what to put into the the page title, meta description, and meta keywords section of a product page in order to acurately describe the page, appeal to customers when they see the listings on the website, and also be keyword rich so that it helps the ranking of the product
I am hoping to find a person who can really demonstrate to me that they have a good knowledge about how these should be filled in and why.... because I have no idea what the best way is.

I am also looking for someone who can do an analysis on our website to find out if there are any on-page factors that are holding us back in the eyes of the search engines. I want this to be an in-depth analysis. Are we keyword stuffing? I know a lot of changes have happened recently with Google and we are not nearly raking as well. I want to give this person access to our Analytics account to find out what is going on with our rankings.
