Email Marketing Specialist Needed

We are looking for an experienced email marketing consultant to help us set up bulk email sending using our servers or we can use your server. We are sending CAN-SPAM compliant email campaigns for our clients but we are having trouble with too many IP's getting spamhaus blacklisted and we don't know what needs to be changed to avoid this problem. We have a email admin employee that you can work with to help configure our sending to avoid this problem. We use full authentication DKIM and other signatures so all is being done correctly but spamhaus is still finding something in our messages that is causing this problem. We have tried many different methods like throttling speed and spreading messages over different IP ranges but still have a problem. We also check weekly for spam traps and keep our lists clean and verified.
