Have you tried running a Facebook campaign to reach your target audience? That sounds to me like the most effective way to go for this campaign. I'm just getting started on Freelancer and though I have plenty of experience off of the platform, I need to build up my online presence and am offering my services (like you) at a significant discount for a limited time as I build my reputation/reviews.
