Build a windows program to measure color density of a image and output a text file

Hello Freelancers I would like a stand alone software program to measure the color density of a block of color. I have an rectangular block of color that varies in length between A and B from 40mm right up to 400mm. The density of the color varies from A to B as you move from A to B. I would like to scan the block of color in with a high resolution scanner. I would then like to measure the density with the software you will write from A to B in increments or steps of 0.01mm across the image. The output of the density must be a number. Example fully density must be the number 1......50% density must be the number 0.5. NOTE: I do not want to measure the color. only the density of the color as it varies across the image. The input file will be Jpeg. Output should be text file or excel spread sheet. It needs to give the density at the specified increments 0.01mm . The software needs to be able to measure the density of Black, Magenta, Cyan, Yellow inks Milestone Payments. 50% when you can show manually you can measure the density of the image. 50% when completed. I will now pay any milestone until you can prove you can measure manually
