small customized script program on PC that will access an android's local folder via a WLAN network

I need a small customized script program on PC that will access an android's local folder via a WLAN network (No internet only local). The program will allow upload and download of files on the folders just simple like accessing a windows explorer folders. Using FTP and network drive mapping.´ The program will show several tablets on the network and allow the user to select tablets for the upload, download files. Currently, this process is being done by an android app called: WiFi File Transfer . See attached explanation of current process. I want to customize and simplify the current process by having a customized app, taking the same function/process. See attached output screen concept
