JQuery To Not Pass Row Along If Unchecked

I have JQuery syntax which iterates 4 gridviews on a web form. All 4 gridviews have the exact same data structure. What I am attempting to do is based on the checked value (default is checked) if the checkbox is NOT checked then do not pass that row along to the C# insert function. If the row is checked then pass that row along to teh C# insert function. My syntax is passing along all rows, and I assume it is due to an issue with the checked/not checked status of the check box. However I know very little JQuery. Can a more avid JQuery/WebForms/C#/Asp.Net coder analyze and let me konw what my problem is?
