Fix Joomla linking issue

Our website [url removed, login to view] has a problem, as follows:
1. If you go to the home page and click on 'How to participate in the emissions reduction fund (ERF)', the home page appears again
2. The page that should appear is '[url removed, login to view]'
3. This page is based on an article (Article ID 48).
4. The page is currently only accessible by going to Client Services/Energy Management Advisory and clicking on the 'related articles' link at the bottom of the page.
I need someone to identify the issue and resolve it so that the article is accessible from the home page as well as the client services page.
Since we wish to keep on featuring articles on the home page, I need a solution that allows us to continue rotating articles on an ongoing basis.
