PSD to Joomla | Site for a small town

I have the PSD created by a professional designer. I need the design implemented into Joomla.

Changes to the Joomla core should be minimal. Everything should be easily controllable from the administrator panel.

All custom CSS should be added to the CSS files, not into the framework code.

All fonts should be static PX, not %.

Code must be validated. Site must ofcourse be crossbrowser compatible.
