building an application

I will need an expert or a team that would be able to creat an application that has those following steps. First its a apparel brand that sell traditional clothes of the Middle East.
1) I will need a 3D avatar to be created for a customer from a 3d body scanner that I have ( will provide more info on it in the end)
2) He can choose between the different colors of fabric that he can choose
3) he choose between the different styles that the traditional dress offers
4) after choosing all the specifications of the dress he can then select whether he wants it to be laundered as well or not
5) he can pin at a place or share his location which can be copied to google maps.
6) he has a status of the delivery and contact number added
and of course the application should have different sections like one should be customized dress second is necessities like shoes and underwear and an about us section as well.
I spoke to the 3d body scanning company and they already have some applications that does this job. However they can't make it an application to my brand name thats why I will need one. And when asked whether they can alter the application they said they could give me the applications API. Here is their exact reply
"Regards to Cloudzet App, it is a generic app that is not brand able. We do have APIs if you are interested in developing your own branded app for the scan. Alternatively, we have a Cloudzet Store app for the iPad that won’t allow you to brand the app name and icon, but will allow you to customize the brand-specific splash page and the 3D clothings contents "
