Hi, The PWA are my philosophy, instead of apps. I suggest to use leafletjs as the main library of the project. (I'm experienced with this) For the points 1 and 5, I suppose that you have a satellite and radar provider, and APIs for alerts, and reports. For the point 6, I'm native spanish speaker.
