Full-Stack Developer - Mobile Web App Prototype using Cordova/PhoneGap

Hello, I'm looking for a full-stack developer to create the prototype for a self-improvement mobile web app, using Apache Cordova to package for Android and iOS devices. The app has several modules including a User module (registration and stats tracking), task-lists (each task having prerequisites and dependencies), simple note-taking, gamification mechanics like earning experience and gaining levels, and pre-loaded content for the user to read. I also need an Administration Panel for adding new content and administering users.
This first version is meant to be a prototype for testing and marketing, after which I have many additional features and options to add including difficulty settings, UI enhancements, network capabilities, and full back-end integration.
I have many months of work available to the right developer. I have a fully rendered interactive mock-up of the app, as well as design documents and expectations which I can share in detail once you start. There are many upcoming features that need to be considered while developing the prototype, even if they aren't implemented in the prototype. The prototype does not need to be polished but it does need to look presentable and demonstrate the core features. It must be coded with the expectation that additional features will be added later.
I need someone with the following:
Strong English skills are a must
Thorough comments in the code are required
Ability to explain their decisions in a high-level way
