iPhone Clock-IN/OUT, Photo & Location to mySQL database

I am looking for help in simple Clock-IN and Clock-OUT iPhone 6 & iPAD mini app. Which store data on online mySQL database. The app consists of 2 views, both views are prepared and some coding is already done. First View: Live Clock (large digits) and key pad to ask 4 digit PIN. Second View: Camera/live image view with 5 buttons a) Clock-IN b) Clock-OUT c) Start Break d) End Break e) Travel-IN Work is completed: When user enter PIN it get user details and last clock-in details from online mySQL database via json. and return into arrary. The database and table, and API is ready to use. Whats need doing: 1- when user enter 4 digit PIN, if its wrong PIN it shows message INCORRECT PIN, and if its correct it automatic move to 2nd view (right now I use button.) 2- on 2nd view it show camera view 3- As I'm already downloading data from mysql database, if user not clock-In today then disable START BREAK, END BREAK, CLOCK-OUT buttons, only enable CLOCK IN button. and similar condition apply for other actions. 4- in LabelLocation, shows current location, street/postcode 5- when user click on any button it store Date&Time, PIN, Current Location, Image/Photo, Keypressed (CLOCK IN, CLOCK OUT, START BREAK, END BREAK) on mysql database. The live Image/Photo, need uploading to mySQL server and the filename need to store into database table. 6- when click Travel-IN then save current location and time & pin to mySQL The Code need to be develop in latest XCode and Swift. Is it spossible to store clock-INs & Breaks record in local databse (on tablet/phone for last 3 month [no pictures] ) and also to mySQL website database ? in case if User has no WiFi connectivity then store data localy, once User have WiFi connectivity then sync online with mySQL ! Also the way to configure App on the phone/tablet to link to specific url server. because: I have different database & url for 2 different group of users. I want this app to publish on Apple Store, and anyone can download, as its free, their data will use in demo database. And for specific usergroup I want to use other database. please give me total price, not a price to start a bid. as I explained the requirement.
