Mobile development

I need an iPad app. I would like it designed and built. Version 0.1 We want to develop a michrophone PWA which can be installed on mobile phones to record audio over a video on an nearby iPad as it is being used to shoot videos via our camera app. Simplicity and reliability are our key goals so we see Bluetooth as the best way to create a connection between the PWA and the iPad Single button to Start-Stop recording.
