Telco Operations Mobile Field Assistant Design Spec
Overview
The requirement of the Telco Operations department is for the supplier to Design and operationalise a Mobile Field Assistant Application with central office administrative control.
This Field Assistant Will run mainly on the Android platform, with future scope to also be operationalised on the IOS platform, and with access from Web as well for non mobile device use. Administration portal will also be Web based.
Purpose of the field assistant will be to
* Collect complete field based Information
* Provide secondary validation and approval of information collected by field users.
* Allow sharing of collected information with relevant users and or systems.
* Storage of collected information for future reference.
Function
The Field Assistant application will consider all functions of Telco Operations Department, OutSide Plant pre-execution, execution and post-execution processes, procedures and functions. It will follow the process flow linking the processes using a unique id that is the Job Number.
These processes and functions are detailed as follows:
Site Survey's
Mobile based templates filled by the user, collecting site specific detail including pictures and customer specific requirements.
These template will be used to capture all survey types from Fibre, Lan, Wi-Fi, Wimax, Vsat & VoIP using drop down menus to select relevant fields on the form.
BOQ
Captured survey form field will be used to create a Bill Of Quantities (BOQ) automatically, this BOQ will
Feed into the Installation process and functions.
Installation
Field Assistant Installation template will allow the user to pull survey information on the site being installed.
It will thereafter use Task Templates to detail and capture installation work.
It will require pre population by planning user or administrator of
Site/work area schematics
Drawings
Physical and logical Resource required for installation including Ip addresses and People.
Task Templates will allow the user to action and detail task functions using preset, drop down, tick and text entry fields. The Installation task templates will broadly fall into the following:
Pre Installation Checklist
installation report, with supporting pictures and quality check information.
post implementation checklist including AS built report, actual material used & material left over as well as the billing/commissioning documents.
post Implementation review and soak monitoring of the site.
Job closing
The above steps/tasks will all require verification and approval from admin portal before being loaded as complete tasks.
Timesheet Management
Caltrain tasks in the installation phase, require the use of external contractor's. These Timesheets for users should be linked to the Survey and Installation, using the unique Job Number.
Field user, who could be the site foreman or supervisors to capture the
Name,
Picture ID
Days Productive Work Hours Production Output.
Captured information must be uploaded by user, and approval by administrators.
Tasks such as trenching, cable pulling, manhole construction and reinstatement work, must link and have a checksum validated against site survey form, with a specified acceptable variance so as to ensure no inflating of task work. Item That are above the set threshold should flag on the Admin Portal during approval.
Project Timeline & MileStones and Payments
We anticipate that the project will be done within 30 days of giving the supplier a Service Order.
Project will have the following Milestones
Complete Site Survey Functionality as per design spec, As well as automated generation of BOQ 30% Payment
Complete Installation Functionality as per design spec, with links to Site Survey form & BOQ. 30% Payment
Complete Timesheet Management Functionality as per design spec, including checksum validation function. 40% Payment
