Web applications with push notifications

Hi, i'm looking to create a maintainable domain driven web application with C# Visual Studio and TDD. The application will need to be developed further into Xamarin Forms, Android and iOS if the web web application is a success. The business is a startup and the web application will be used to test consumer reaction. I have already started developing the project using test driven design and the repository pattern about 50-60% user stories developed. I have also, using code first and fluent API created a database with table relationships 100% complete. I would like to delegate the remainder of the work required to an experienced developer to complete the development of user stories (domain logic), their skeleton have already been defined, they need development. I would also like for the application to be developed on the MVC framework. The application would need to be able to receive web push notifications for both desktop and mobile phones (android and iOS). The application has in app purchases, user subscription and expiration and advertisements. A ASP.NET web API with a PUT and POST methods will be required for the application. The application has about 50 entities and 41 database tables for the entities. The entities and tables are 100% complete, but they may get modified as required. The nine entities without tables in the database will be developed at the version 2 of the web application as they add complexity to the project.
