Write an iPhone application

I need an app like [url removed, login to view] interface, my project will be the same style but for other type of items.
The app is location based, so the location is sent to the server and the items near the user are retrieved. It displays a list or a map, based on the user changing that option.
Requirements:
It needs to display a list of items, with images (collectionview ?)
It needs to get the users location, and be able to change it
It needs to select the date/time to filter the list
It needs to be able to select an item and go to the details page
It needs a splashscreen, login and signup screens (no login logic needed)
It has "pull to refresh" on the list
It needs to cache images and items locally (sqllite) so the user can see the last viewed items even when offline (like twitter and facebook)
It needs a hamburguer button in the top left corner, so the user can access a list of settings. These windows are to be determined (probably user account pages)
It needs to be developed in storyboard and swift3
I will provide an api to design and develop the app against.
