Build website from template

Terms: 1> 3rd Party Plugin size should be less than 40kb if greater needs to justify and confirm the use. 2> Should be Responsive. 3> Should be developed keeping in mind mobile first design 4> Will be great if code organization is made using BEM and SMACSS 5> The file structure should me be module , template based. 6> Should use htaccess to prevent access to parent directory 7>Login system made using md5 hashing or blowfish algorithm with a method to provide salt for the algorithm.
