Need Help with SQL Visual Studio 2008

Hello I want to Import 25.5 GB CSV database File to Microsoft SQL Sever 2008 & There are 155 columns in this CSV [login to view URL] check attached excel file for columns . Appriximately There are 28 million raw with this database . Once File is imported to SQL Sever Then I want to filter by each columns and export to CSV file as my wish . I want you to assist me how to do this Note :You must need skype and I share my screen via skype then you can teach / explain me how to do . I can not share via teamviewer .Only able to share on skype Budget is less than 30 USD I need you to assist me until completing my requirements and solve all errors which are occurring . Thank you
