Hi. You offer too much for this job, it's too simple. There are tools, which create Installer packages almost automatically. Required customization also not so difficult. I can take this project for 350$. My skills, which may be helpful - 14 years of C/C++ experience, 5 years of C# experience.

Having developed our own video conferencing solution based on C, ActiveX, HTTP and RTSP, using all major audio and video codecs through FFmpeg, we know very well the subject and would be particularly well prepared to provide you support for any customizations or extensions you may want to add later to your application. On the lightweight task you are now proposing, we would already perform a general analysis of the code in order to propose you any modifications that could be beneficial to increase the solidity or efficiency of the program.
