I have a desk application based in SQL and Visual Basic. I would like to have it done in .Net and Leaflet (for maps)

I am looking for a freelancer to help me with my project. The skills required are .NET, Cartography & Maps (Leaflet), SQL and Visual Basic. I am happy to pay a fixed priced. I can provide original code in SQL and Visual Basic as a detailed description of the desk application. I want to convert ot in a .net application The current desktop program is a reference, new code could be written or improve the current one. MS SQL design (tables and relationships) are the base of the new program. A good example of the final result desired is at [login to view URL] or enter at [login to view URL] (explre maps) - The app must allow shape (ESRI) and raster (tiff) maps for all world regions. - Export to excel or *.dat (other formats) of the selected data - import excel data to the app. Excel templates must be allow to download from the app with help in form of colors or scroll down menus of current data and type of data. - User functions, the software will be allow to be used only for user allowed for lecture or writing or both. - the software requires - Add some tables (pivot table to data selected) and graph of data selected (pie, bars, time-series) - the map graphic must be dynamic and fast according to the data selected/query - Export of selected data in excel - Code written according standards without the repetition of functions - written memo on how the commands and functions works - The database can not allow to enter repeated data. It must check the data integrity and type of the data prior to import excel data. It must help user to identify the error in their data in the moment of the excel import with colors (yellow, red in each erroneous cell) - maps must allow the identification of spatial and temporal patterns - maps must have a time-line command to navigate on temporal data - App must allow installers and pack installer for future modifications or enhancements
