mikrotik to show a home website without hotspot running

Hello. I have a mikrotik 750 routerboard running to share internet connection and it limits the downloading and uploading speed of the users without running the Hotspot. But by using queues for all the ips (ie queue2 for ip 192.168.88.2. queue3 for ip 192.168.88.3.....queue255 for ip [url removed, login to view])
Without the use of the hotspot it is more practical. The users can use skype or viber directly without entering other passwords.
The question is if it was possible to inform the users for something like a today's special offer to buy something. Maybe when they open the browser (not the skype or viber etc) to display there one message and then redirect to their site. All of that without the mikrotik's hotspot function
